In alignment with the phased approach endorsed by Council in June, the City of Prince George today filed a claim in the BC Supreme Court seeking an order to facilitate the closure of what remains of the permanent encampment at Lower Patricia Boulevard (LPBE).
In 2021, the court ordered that homeless people be permitted to camp indefinitely in the “green space at the end of Fifth Avenue” until shelter with suitable daytime facilities was made available to everyone camping there.
Since shortly after that 2021 Order was made, the city has been working diligently with the province to bring more supportive, transitional and low-barrier housing to Prince George. This has led to a surge in the number of indoor spaces available for people sheltering outdoors in the city, including the completion of the transitional housing site at 3rd Avenue & London, which was created with funding from the city and the provincial HEART & HEARTH initiatives.
This housing fulfils the conditions set out in the 2021 order and is now accessible to people currently sheltering in the LPBE. The city looks forward to the opportunity to demonstrate to the Court the great progress that has been made with respect to shelter for the City’s unhoused population.
Director of Administrative Services, Eric Depenau, made the following statement:
“For over three years, the Lower Patricia Boulevard Encampment has been a subject of ongoing concern among residents. This includes concern for the safety of those living in the encampment and in surrounding areas. The city has been very aware of those concerns, and shares them.
“The city has also been aware of the specific conditions set by the Court, which must be met before the LPBE can be closed. We heard what the court told us in 2021 and we have been very respectful of that decision. We made the decision following that ruling to shift away from strict enforcement, and to pursue a solution focused response.
“The city has been working hard for the past two years to advocate for the day and night-time facilities that would fulfil the conditions in the 2021 Order, and we are very pleased that, through cooperation between the City and BC Housing, housing has now been made available which not only meets, but exceeds, the requirements set out in the 2021 order. We are confident that the housing and supports which BC Housing and its partners have made available to individuals currently sheltering at the LPBE will assist them in establishing a path out of homelessness.”
