Most senior city managers paid less in 2018 than 2017

City manager Kathleen Soltis took home $33,836 less in 2018 than she did in 2017.

Wages of senior staff became an issue last year when it was revealed many of the salaried managers were paid overtime when the city was hit with an influx of evacuees due to wildfires.

While Soltis was paid $33,836 less in 2018, that doesn’t necessarily mean that’s how much she was paid in overtime. According to the 2017 Statements of Financial Information, Soltis was paid a salary of $284,480 (including overtime as the 2017 Statement of Financial Information does not break down overtime paid ) in 2017 and she charged $30,786 in expenses for a total cost to city taxpayers of $315,266 (expenses are not part of remuneration, but are part of the overall cost).

According to the 2018 Statement of Financial Information, released today, Soltis was paid a salary of $256,930 in 2018, received a vacation payout of $6,276, no overtime, and charged $18,224 in expenses for a total cost to the taxpayer of $281,430.

The city did receive wildfire evacuees in 2018, however, not as many as in 2017, nor for as long a time. While the 2017 Statement of Financial Information does not highlight overtime paid to city staff, the 2018 statement does.

Here’s how they fared:

Walter Babicz, general manager of administrative services, received a base pay of $197,997 in 2018. He received $883 in overtime, $27,343 in vacation payout, and charged $5,345 in expenses for a total of $231,568. In 2017, Babicz was paid a salary of $207,620 and claimed expenses of $4,305 for a total of $211,925.

Dave Dyer, general manager of engineering and public works, received a base salary of $198,433, a vacation payout of $1,835, no overtime, and charged $6,404 in expenses for a total cost of $206,672 in 2018.

In 2017, Dyer, received remuneration of $208,218 plus expenses of $4,303 for a total of $212,521.

Gina Layte Liston, director of public works, received a base pay of $184,532 in 2018, plus $5,181 in overtime, $2,167 in vacation payout, and charged $10,247 in expenses for a total cost of $202,128.

In 2017, Layte Liston received remuneration of 203,007 and charged expenses of $5,516 for a total cost of $208,523.

Adam Homes, director of engineering, received a base salary of $169,190 in 2018, plus a vacation payout of $2,626 and charged expenses of $9,470 for a total cost of  $181,286.

In 2017, Homes received remuneration of $155,771 and charged expenses of $21,161 for total cost of $172,932.

Rae-Ann Emery, director of human resources, received a base salary of $179,470, $4,818 in overtime, $4,562 in vacation payout, charged expenses of $3,458 for a total cost of $192,302 in 2018.

In 2017, Emery received remuneration of $198,453, and charged expenses of $953 for a total cost of $199,406.

Kris Dalio, director of finance, received a base salary of $179,020 in 2018, plus a vacation payout of $2,442, and charged expenses of $225 for a total cost of $181,688.

In 2017, Dalio received remuneration of $183,961 and charged $362 in expenses for a total cost of $184,323.

Rob van Adrichem, director of external relations, received a base salary of $179,470 in 2018, plus $1,727 in overtime, $1,665 in vacation payout, and charged $6,755 in expenses for a total cost of $189,618.

In 2017, van Adrichem received remuneration of $199,911 and charged $5,107 in expenses for a total cost of $204,928.

Ian Wells, general manager of planning and development, received a base salary $195,333 in 2018, plus $1,521 in overtime pay, $15,041 in vacation payout, and charged expenses of $12,918 for a total cost of $224,814.

In 2017, Wells received remuneration of $210,299 and charged expenses of $12,480 for a total cost of $211,539.

Rob Whitwham, general manager of community services, received a base salary of $193,671 in 2018, plus overtime of $2,159, vacation payout of $4,848, and charged expenses of $1,759 for a total cost of $202,438.

In 2017, Whitwham received remuneration of $212,661 and charged expenses of $4,818 for a total cost of $217,479.
